Site Information

The MAP Budget Restrictions site provides information about the amounts restricted from the State’s budget. There are multiple opportunities throughout this site to view data on Missouri state government budget restrictions. Utilizing this site, you may:

  • Search and view restricted totals by state agency for each budget fiscal year beginning with budget fiscal year 2014.
  • Search and view restricted totals by Fund for each budget fiscal year beginning with budget fiscal year 2014.
  • Search and view restricted totals by Amount for each budget fiscal year beginning with budget fiscal year 2014.
  • Conduct basic searches for restricted appropriation authority by amount based on an amount restricted or amount released.
  • Search, view, print, or download specific data into Excel spreadsheets and/or in text form.
  • View data in chart format.
The financial data available on this site has been organized into three areas which include agency, fund, and amount. Drill down features have been incorporated into the site such that the restrictions may be viewed at different levels of detail. Further information about individual restrictions may be available upon request pursuant to the
Missouri Sunshine Law, Chapter 610, RSMo.

While all of the information contained on this site is an open record in accordance with the Missouri Sunshine Law (Ch. 610, RSMo), there may be additional public records available regarding this data. Additional records can be obtained by making a Sunshine request to the appropriate records custodian(s) in the agency that possesses the documents in accordance with the law.

Any information that is a closed record pursuant to the Missouri Sunshine Law or other applicable state or federal law or regulation will not be published on this site.

Site Availability

This site will be available 24 hours a day, seven days a week except during necessary site maintenance. The information published will contain current financial transactions and will be based on the information available at the time.

Updating Financial Records

Budget Restriction information is based on the state's budget fiscal cycle, which runs from July 1 through June 30 each year. Some restrictions may occur on appropriations that are over two fiscal years (biennial appropriations). If the restriction is on a biennial appropriation, the budget fiscal year will be the first year of the biennium. For example a restriction on a biennial appropriation that occurs in fiscal year 2015 will have a budget fiscal year of 2014. Information for prior budget fiscal years will not change after the close of the budget fiscal year. Any changes in the information for any open budget fiscal year will be updated by the close of the next business day.



Site Glossary

Below are key terms associated with the MAP Budget Restrictions site.
  • Agency - The term Agency is the highest level of functional organization of Missouri State government as defined by the constitution recognized by the governor and state legislature.
  • Fund - The term fund is an independent fiscal and accounting entity with a self-balancing set of accounts which records cash and other financial resources, liabilities and residual balances and changes therein, that are segregated for the purpose of carrying on specific activities or attaining certain objectives in accordance with regulations, restrictions or limitations.
  • Released Amount - The release of a restriction of a budget Appropriation. Amounts are released when it is reasonably certain that the restriction on the budget Appropriation is no longer needed.
  • Restricted Amount - The current restriction of all or a portion of a budget Appropriation. This option is used to ensure that expenditures do not exceed revenues.The restricted amounts included in this site do not include any reserves that are placed against an appropriation pursuant to section 33.290 of the Missouri statutes.

The Restrictions by Agency page displays current restriction amounts by Agency for restrictions during the budget fiscal year displayed in the Budget Fiscal Year selection box. To view more specific information about the restrictions for an Agency, click on the Agency name.

To view this information for a different budget fiscal year, select the year from the Budget Fiscal Year selection box and click the GO button. Click on any column heading to sort the data. Multiple clicks on a column heading toggle the sort order from ascending to descending. When using a web browser other than Microsoft Internet Explorer, please utilize the drop down selection boxes located at the bottom of the page to change the sort order of the data.

To view the information displayed in chart form, click View Chart. The chart may also be printed. Position the cursor over the columns within the chart to view Agency name and amount.

To download the current page contents into an Excel spreadsheet, click the export button. To download data in text form, click the arrow on the drop down box where ‘Data to Excel’ is displayed on the upper right hand side of the page and select ‘Data to Text’, then click Export. After you have clicked export, you will be prompted to choose one of the following: open, save or cancel. You can choose to open or save the data you are attempting to access, or cancel the transaction. If you choose ‘open’, you also have the option to print the data.


Restrictions by Fund

The Restrictions by Fund page displays current restriction amounts by Fund for restrictions made during the budget fiscal year displayed in the Budget Fiscal Year selection box. To view more specific information about the restrictions for a Fund, click on the Fund name.

To view this information for a different budget fiscal year, select the year from the Budget Fiscal Year selection box and click the GO button. Click on any column heading to sort the data. The Restrictions by Amount page displays current restriction amounts by Amount for restrictions made from the budget during the budget fiscal year displayed in the Budget Fiscal Year selection box. To view more specific information about the restrictions for an Amount, click on the Amount.

The Restrictions by Amount page also displays total Released amounts for restrictions made from the budget during the budget fiscal year displayed in the Budget Fiscal Year selection box. To view more specific information about the released amount, click on the Amount.
