Site Information

The MAP Federal Stimulus Reporting site provides information about revenues and expenditure activity related to the Federal American Recovery and Reinvestment Act of 2009 (ARRA).   There are multiple opportunities throughout this site to view, download, and print data on Missouri state government receipt and disbursement of federal stimulus funds.   Utilizing this site, you may:

  • Search and view revenue totals by state agency.
  • Search and view revenue totals by federal program.
  • Search and view disbursement totals by state agency.
  • Search and view disbursement totals by federal program.
  • Review revenue and disbursement data by program tracking.
  • Search, view and download specific data into Excel spreadsheets and/or in text form and print.
The financial data available on this site has been organized into two areas which include agency and program.   A third area in the Expenditure section allows you to view a comparison of revenues and disbursements at the program level.   Drill down features have been incorporated into the site such that totals may be viewed at different levels of detail.   Further information about individual revenue receipts or disbursements may be available upon request pursuant to the
Missouri Sunshine Law, Chapter 610, RSMo.

Using the drill down capability of this site, you can start with Revenues by Agency.   Selecting an agency will provide the next level of information, Revenues for an Agency by program.   Similar functionality is available using the Revenues by Program, Expenditures by Agency, and Expenditures by Program search areas.   Further drill downs within the Expenditure sections will show vendors who have received disbursements from the State of Missouri using ARRA funding.   Statewide totals are available on the Revenues by Agency, Revenues by Program, Expenditures by Agency, and Expenditures by Program pages.   The ability to export data from these areas into Excel spreadsheets and/or in text form is available.

Public Information

While all of the information contained on this site is an open record in accordance with the Missouri Sunshine Law (Ch. 610, RSMo), there may be additional public records available regarding this data.   Additional records can be obtained by making a Sunshine request to the appropriate records custodian(s) in the agency that possesses the documents in accordance with the law.

Any information that is a closed record pursuant to the Missouri Sunshine Law or other applicable state or federal law or regulation will not be published on this site.   However, every effort has been made to report all relevant financial data where possible.   Some revenues are received and payments are made outside the statewide financial system and while they may be reported on this site, it may be necessary to contact the state agencies receiving those revenues or making those payments for further information.   Please email us at MAP@oa.mo.gov if you need assistance contacting a state agency.


Site Availability

This site will be available 24 hours a day, seven days a week except during necessary site maintenance.   The information published will contain current financial transactions and will be based on the information available at the time.


Updating Federal Stimulus Reporting Records

Information displayed on the Stimulus Reporting site is based on receipts and disbursements over the lifetime of the American Recovery and Reinvestment Act of 2009.  Receipts for interest earnings are posted with a one business day delay.   Stimulus monies received and disbursed for unemployment compensation are not processed though the State’s treasury funds but are included on this site to promote full accountability and transparency of the monies received.


Site Glossary

Below are key terms associated with the MAP Stimulus Reporting site.
  • Agency - The term Agency is the highest level of functional organization of Missouri State government. The MAP Federal Stimulus Reporting site will display the name of the Agency that received federal revenue.  This will be one of the 16 constitutionally defined executive departments such as the Department of Agriculture or the Department of Public Safety; one of the six statewide elected official’s offices such as the Governor or Lieutenant Governor’s Offices; the Missouri Legislature; or the Judiciary system.
  • ARRA – American Recovery and Reinvestment Act of 2009.
  • Stimulus Expenditures – Payments made to vendors under the American Recovery and Reinvestment Act of 2009.
  • Program - The term Program is used to identify the federal program under which Missouri State government has received funds.   For example, Watershed Rehabilitation Program or Rural Water and Waste Disposal Program.
  • Stimulus Revenues - The term Stimulus Revenues is used to denote cash received under the American Recovery and Reinvestment Act of 2009.
  • Vendor – The term Vendor refers to the business entity and/or individual the State paid. The names displayed on this site correspond to the name on the check which is limited to 30 characters. Vendor names are not unique therefore, an entity with multiple locations may be displayed several times.

The Stimulus Program Tracking page displays a comparison of revenues and disbursements under the Federal ARRA programs.   To view detail about revenues for a select program, click on the Amount Received field next to the Program Name.   To view detail about expenditures for a select program, click on the Payments Total field next to the Program Name.
